GO/NGO partnership, intensive media advocacy, legislative support through ordinance - these are used in the adoption and implementation of LA21. In the case of Environmental Management and Protection Program, an umbrella NGO, the Baguio Regreening Movement or BRM, was formed with Bishop Ernesto Salgado as the main convenor. The BRM Secretariat, headed by Forester Eufronia Muyano, is based at the DENR Regional Office, CAR. The BRM has an Executive Committee, chaired by Mons. Ernesto Salgado.
